Shanghai National Integrated Circuit Design Industrialization Center(abbreviation: ICC), Shanghai Integrated Circuit Design Incubation Center as well has been the most remarkable incubator for IC design enterprises. Shanghai IC Innovation Center (abbreviation: the Innovation Center) offers assistance in the construction and development of ICC. The innovation Center, which is jointly founded by Shanghai Technology Innovation Center, Government of HuangPu District and New HuangPu Group Co., Ltd , is a professional incubator with the goal of fostering IC design enterprises.

  In 2000, the National Torch Plan Shanghai Integrated Circuit Design Industrialization Center, which is the first National Integrated Circuit Design Industrialization Center, was founded by the Ministry of Science and Technology, and meanwhile it was named as Shanghai Integrated Circuit Design Incubation Center by Shanghai Municipal Government. In April, 2001, the Ministry of Science and Technology recognized the center as Shanghai National Integrated Circuit Design Industrialization Center.

The goals of the Innovation Center: provide preferential policies, create the best innovation environment, offer the most efficient way to foster IC design enterprises and entrepreneurs.
The Innovation Center warmly welcomes IC design industry people to come and seek development, and also welcomes IC design entrepreneurs and units to make communication and cooperation.
